not really, if you were going on that logic then people who come from abusive parents can't be nice- i know a girl whose parents are abusive, yet she's still really nice. parenting takes a part, but a persons behavior is ultimately their choice.
My point is, yes you are right. Parents, society, etc, shape the life of a child, BUT, this child only has ONE LIFE, and he/she needs to find a way to rise above it, because at the end of the day.... they will reap the rewards or failures.
Ah, the infamous Nature vs nurture debate. Personally, I am more on the nurture side. I believe that a person's environment is what determines their personality. This isn't limited to parent involvement, although it plays a large part in child development, but every factor in a person's life influences them.

Ultimately even jerks need to take responsibility,m for their actions, otherwise, they'll continue to be 'jerks'

Agreed. But what made them jerks in the first place? Insufficient love/discipline from the parents/caretakers.

Parents only guide them, it could partially be there part, but you have to factor in the people they hang around with.

Sometimes it's the parents and sometimes it seems the person was simply born a jerk.
