"Can I ask you a question?" is actually "Can I ask you a question that may be personal or time-consuming to answer?"

Is that how you think the world moves forward, by having poor communication skills or being "rude" for not asking permission? We don't live in a world where people take things by their literal meaning. It's not what something is or does but what it means. Meaning is everything. The first question is a preface to the upcoming question, not the actual question. The alternative would mean that we don't move forward. Is that the world we want? Not asking for permission and directly asking your intended question implies that the listener has the option to answer or not. When an answer is given, it implies permission was granted. You may not like the answer, but that is the risk the questioner takes when asking any question. Good luck!

Sometimes when I'm bored I'll go into a livestream and ask that, and when they reply "sure" I just thank them and then leave.
