Well yes, some people may stop abruptly for no apparent reason. They are probably doing so because they are not looking and judging the road ahead, or are impatient and thinking if they keep up their speed the light might turn green before they get there and thus not having to brake. There are all sorts of dangerous morons on the road. The other thing that goes with morons on the road are people who are scared, hesitant or angry in their driving. By that I don't mean driving "aggressively" as personally I have no problem with that if your driving skill will allow it, but I mean someone who suffers from "road rage" and instead of being calm and just avoiding bad drivers they will get angry with other road users for not driving properly. Don't blame others for braking too hard or abruptly, but rather blame yourself for not being able to see when someone is going to do something such a maneuver and making sure you react well in time and adjust your driving so that it does not affect you. That includes keeping a fair enough distance between yourself and the car in front so that you have a thinking and action distance. Blame yourself as a way to want to improve your driving.

If you seriously paid that much on new shocks then fuck, you got ripped off. That is like racing suspension territory price-wise, and fitting should never come close to that price. Also brake tightening? You do realise the only tightening that happens is of the handbrake cable which has jack all to do with actually braking. I think the man at the garage that is making you pay for all this shit on your car is laughing all the way to the bank. If your brakes are that poor then you should probably look at buying some brake pads or perhaps some new discs. You can pick up a set of pads for around $40 - $50 from a local parts store (and that is grosly over estimating) and they take about 20 minutes to fit per side. I've owned and driven cars from that era and they are in no way "old" or drive like old cars. In fact Toyota Corollas are amongst the most reliable and easy to work on cars you could find in North America.
This. My car is from 1988 with the original brakes from the factory and has no ABS and I run on cheap shitty tires, so I think I can comment fairly on this. If you don't know how to drive within the ability of your car or yourself then you should not be behind the wheel of a car.

Also if you're overpaying by that much I think it's about time you learnt how to do things such as routine maintenance to your car. I would say that knowing how a car works even goes towards becoming a better driver. It definitely pays over time, as it means much less money spent on garage labour to fix your car, and when you realise how easy it is to do things you could fix your car cheaply and your car will remain safe and working correctly for years. If your car ever broke down, you may even know how to fix the problem on the side of the road, thus saving money on breakdown cover too! Also if you get good at it you could fix your friends cars for money. It's a nice little earner!
